The theme of this COAD-OC (Coordinating Organizations Active in Disaster - Orange County) Meeting is "Disaster Response for Community-Based Organizations - What Your Organization Needs to Know Before the Next One" Our first session will provide a brief overview of the successful organization structure used by emergency agencies responding to disasters. The Incident Command System (ICS) has proven to be a flexible and robust system to manage and control emergency incidents. SEMS is the cornerstone of California's emergency response system and the fundamental structure for the response phase of emergency management.
